/etc/apt/apt.conf

or
$ sudo vi /etc/apt/apt.conf.d/60proxy
Acquire::http::Proxy “http://x.x.x.x:port”;

Don’t miss the trailing “;”.

The proxy can be in pac form:
http://x.x.x.x:port/accelerated.pac”
